BARGAINING COUNCIL ELECTIONS
Almost Time Again
The UC Chapter AAUP By-Laws call for election of a Bargaining Council during
the middle year of the three-year Contract between the AAUP and the
University of Cincinnati. The last Bargaining Council election was held in
Winter Quarter 2003 and it is almost time again to elect Council members.
The current Contract between the AAUP and the University of Cincinnati
expires on August 31, 2007 and negotiations for a successor contract will
take place next academic year (2006 - 2007). The Bargaining Council is a
representative assembly that serves as a liaison between the various AAUP
constituencies and the AAUP Board of Directors. The members of the
Bargaining Council keep their constituencies informed of the progress of
negotiations and provide a conduit for presenting the collective bargaining
concerns of the membership to the Board. In recent years, the Bargaining
Council organized a Steering Committee whose sub-committees developed
proposals on various issues which were then presented to the AAUP Board to
be considered for presentation across the table. Many of the AAUP proposals
last time were ones that came out of the Bargaining Council.
Who Can Be Elected To The Bargaining Council?
The only condition for election to the Bargaining
Council is AAUP (active) membership.
How Long Do Bargaining Council Members Serve?
The term of service on the Council is until a
subsequent Council is elected.
Who Can Vote In The Bargaining Council Elections?
Only AAUP members (active membership) can vote in the
Bargaining Council elections.
How Are The Elections Conducted?
The Chapter President designates an active member of the Chapter from each
college or comparable unit to establish a nominating process and to carry
out a mail ballot election within the representative unit. We will soon be
asking some AAUP members to coordinate those processes in their colleges or
units. Once these coordinators are designated, if you are an AAUP member,
you will be contacted about the details of the election in your college or
unit.
What Is The Make-Up Of The Bargaining Council?
The Bargaining Council consists of representatives elected at the
college/library level. The number of representatives from each
college/library unit is based on that unit's AAUP membership. Each unit is
allotted one representative for the first 40 (or fraction thereof) AAUP
members and an additional representative for each additional 25 (or fraction
thereof) AAUP members. If a unit is entitled to three representatives, at
least one must be non-tenured. Thereafter, for every multiple of three
representatives to which a unit is entitled, at least one must be
non-tenured. Members of the AAUP Board of Directors are automatically
members of the Bargaining Council and should not be elected by their units.

How Is The Bargaining Council Organized?
The Bargaining Council has the authority to organize itself, including the
selection of a chairperson, secretary, and any other officers it deems
necessary. The Chapter President serves as a temporary chairperson until a
permanent one is chosen. The Bargaining Council can also establish
committees and seek advice from outside experts.
